Yup, but that was for tools not for web elements… 
Well I figured “etc” means et cetera and included that.

Web elements isn’t “tool”.
Anyway I just figured out, that You can switch off extended license on all of your items in portfolio, so it seems that those authors unchecked EXTENDED LICENSE in their settings.
