Heres a good question…. Should I start uploading 2 different files to videohive’s motion graphic videos? Everything is the same on the files except one file is 29.97 and the other being 24… or will there be a download option in the future to let people choose how many FPS they need for there project making the uploading of 2 different files unnecessary.

There won’t be any button available to allow the user to download the format they need. The frame rate field isn’t really for anything other than letting the user know what frame rate the included video is. If you have the same file with different frame rates, submit both within your ZIP , and then when selecting the frame rate attribute, hold CTRL while clicking to select more than one option.

I found this script http://www.redefinery.com/ae/view.php?item=rd_CompSetter , fps can be changed with one click (for current composition, and for all precomps included in current comp)
It’s great if the project doesn’t contain any video. Changing fps in videos… is another story :)
