i work with actions too.
some i can advice is “do not” rename the layer if the author didn’t say to rename the layer. By opening the image (File -> Open -> Select Image) You should only see one layer, named (“Background”) as default. Remember don’t add anything (don’t add layer or any adjustment, you should only see one layer) before applying the action. Because several unnecessary layer may affect the action.
if still doesn’t work it maybe the version of photoshop.
if still not it maybe the language of your photoshop, i receive a support mail from one of my buyer, which encounter error too. he using photoshop in French. and that’s why it has error cause i made it from photoshop in english.

I have to say when I had this problem. I thought this is cause of this problem, but then I thought how this would be possible … but it was the cause of the problem.
