what is converting existing HTML template to wordpress copyright restrictions with template in/out themeforest site? Help PLZ I ’d like to make a legal work.

You can’t unless you have written permission of template author, even if you buy extended license.

That’s how it usually works, you and html author agree to share earnings of the wordpress conversion.

PHP is not copyrighted. Everything else is .. starting from design to hmtl/css/js..
