It just needs going over and refining wherever possible rather than rethinking which is good
Given that is usually just an API setting I would ask the author it may well still be possible BUT I know for a fact that several (including a few of the biggest) property site sin the UK require express permission for your site to be able to aggregate their listings etc. so you might want to look at that first too.

You just customise the posts/listing/properties to UK addresses

This is more than likely going to need to be custom built. You might find some kind of membership/directory type plugin that does some of the work but even then it will need further customization to work exactly how you want.
Also if it is for a clinical or medial project you need to be 110% sure on security so a custom job will be much better here too
Maybe if you coded it but it just looks like so so many other son here already without unique features

Out of interest why can you not buy a PSD? there are usually loads of authors willing to partner or sell
Although it has been discussed to death already on here – the 1 year expiration thing is a legal requirement because they are not a bank. Plus it can all be reinstated on request.
The reason for deposits is that even if you made $5 amounts available it would not solve the problem – many many files are $13, $18 etc so you will ALWAYS end up with left overs.

While i appreciate your point it really is not that simple.
Great designer/developer doe snot necessarily mean great reviewer. They need expert knowledge of the marketplace, the industry and business side of things too.
Also we see so many complaints about home page exposure that more reviewers >> more files >> less homepage exposure >> more complaints so it really is a catch 22
For what it is worth they have been hiring more reviewers recently. Good luck with your submission
