Simple answer: hire more reviewers
+1 and as for new items not staying on the home page for over 5 mins if things go too fast, they should showcase random files instead of new ones.

No reviewer will lose ten hours to look at a file that is “obviously” not ready for sale. They already do what you describe in the job description of this hypothetical pre-reviewer. I’m sure they have a list of steps to check that begins with looking at the preview. This could take at max five minutes and if the preview shows that the item has no chance to get accepted they will reject it and they will pass on to the next item from the queue. There is no need for a prereviewer.

They could soft reject the item and ask to see the license.i still dont see how they could verify a license if not from an envato marketplace, i guess they consider it’s author responsability as you confirm when you upload an item that :
‘Any images, sounds, video, code, flash, or other assets that are not my own work, have been appropriately licensed for use in the file preview or main download.’
True, true. Thanks for clearing this bit for me. I always end up forgetting this.
